Lesson 2: "Policy Management"
On September 19, 2023, the second lesson of the Luobian Huayuan Sanming Study Society's first cohort, "Policy Management," was successfully held at the Luobian Glass Fiber staff activity center. This training centered on "grounding strategy in execution," focusing on linking strategic blueprints to execution through comprehensive management. The goal is to enhance the strategic execution capabilities of the business unit partners and drive the company's strategic blueprint toward tangible results, business growth, and transformative change.
01. Review of Previous Achievements: Consolidating the Foundation of Strategic Thinking
The session began with a thorough review of the practical outcomes from the previous "Strategic Planning" lesson. The Mingyang, Ganfeng, and Luobian business units presented their findings. Special guest instructor Luo Yijun provided a comprehensive review of each team's work, acknowledging that their strategic awareness was potent, goal decomposition was clear, internal and external environmental analysis was insightful, and their understanding of market competition was keen. This review deeply tapped into their latent strategic thinking and execution abilities.
02. Mastering "Policy Management": From Strategic Planning to Execution
This session on "Policy Management" successfully bridged the gap from "planning" to "execution." Through theoretical explanations, case studies, and clear models, a practical methodology for strategic execution was established.
As Instructor Luo Yijun pointed out: "Strategy lands where the details are; policy management is the 'operational blueprint' for a company's strategic execution."
Policy management is not merely about goal decomposition. It is a comprehensive management system that integrates TQM, TPS, and TPM. It uses goals as a guide, continuous improvement as a driver, and standardized results as the outcome. The system is built upon the foundation of 5S, independent maintenance, and effective improvement pathways to achieve a substantive upgrade in organizational capabilities.
The core of this approach lies in its intermediate steps: establishing a "top-down, bottom-up, and horizontally linked" mechanism to ensure that the company's policies are cascaded down to every department and individual. This makes goals clear, responsibilities well-defined, and policies visible, ensuring that execution is consistent and effective.
The course transformed abstract policy frameworks into concrete, actionable steps, moving beyond theory to become part of daily work, individual responsibility, and a dynamic iterative process. With management becoming a habit and strategy becoming the foundation, talent truly becomes the core competitive advantage. Luobian Huayuan is leveraging policy management as a guide to drive a shift from a "task-oriented mindset" to a "results-oriented mindset," continuously iterating toward excellence.
03. Driving Policy Management: From Theory to Practice
The core practical task was assigned: each business unit was to develop a company-level policy breakdown based on its business objectives and corporate strategy. Departmental policy deployment plans were then formulated. This established a closed-loop mechanism of "learning - practice - feedback - optimization," which not only tested their learning but also organized their thinking and solidified the optimized path forward.
04. Changxiang Session: "Blind Spots and Breakthroughs"
During the ground-level "Changxiang Session," partner representatives from the Luobian business unit shared their operational experiences. As a "veteran" who joined the company in 2010, one manager recounted his journey from a frontline sales role to a management position, eventually becoming a business partner. He had been recognized as an "Outstanding Employee" and an "Outstanding Manager." He emphasized that his initial determination has never wavered. With an attitude of "humility, diligence, and sincerity," he developed key accounts based on target requirements and generously shared his team management experience, becoming a benchmark for "inheritance and sharing" within the business unit.
05. Empowering with Heart, Forging Ahead with Determination
Vice Chairman Qiu Guilan, in her concluding summary for the participants, drew upon Instructor Luo's concepts of "Strategic Planning + Policy Management" and the business partners' "health check-up," summarizing her core insights into three points:
Launch the Engine of Digital Operations: Rely on accumulated business data to establish goals and policies, clarifying the direction-"Where to go, Strive with all our might; What to do, Act with precision."
Foster a Shared Commitment Among All Members: The business units should use this training as an opportunity to strengthen communication and mutual learning. Learn from case studies and introspect, fostering a culture of "mutual critique, shared progress."
Deepen Professionalism: Policy management is not just a tool for goal decomposition; it's a mindset of "top-down alignment, striving for unity." The core of management lies in passing on this mindset through "modeling by example, full participation, process control, and shared learning" to forge the core competitiveness of a learning organization.
This "Policy Management" course provided a methodological framework for business unit managers, empowering them to transform strategic goals into company-wide actions, breaking through bottlenecks in execution. It truly realized the practical value of strategy, empowering the company's high-quality development.
